This is a wild photograph! I’m confused by your exposure settings, though. 1/5000 sec. is such a fast shutter speed that I assumed you would have needed to max out your aperture. Instead, you’re working with the minimum aperture. But I suppose that is the effect, then? What time of day did you take this?
A little Photoshop trickery (but not much), I’m afraid… This photo is inverted like a negative, but I wanted the sun to be properly exposed, so I spot metered for the sun (hence the f16 at 1/5000). This was shot on the way home, about half an hour before the sun set. The inversion creates the effect, I think because the sky was likely yellow at the time (opposite to blue).
